Public Safety: In FY 2006's budget, Lori won Board-majority support for a community police officer for Ashburn. This officer works closely with residents to prevent and solve crime in our area. Supervisor Waters supports the Loudoun County Sheriff's Office entering into an agreement with the federal Immigration and Customs Enforcement (ICE) agency to receive additional training through the 287(g) program and provide them with the tools to enforce immigration laws. Prince William County Chairman Corey Stewart announced on August 23rd that as a result of this program they have deported 56 illegal immigrants in one month. The 287(g) program will better equip Loudoun's deputies to crack down on gangs, drug dealers, and other criminal illegal aliens and make our communities safer. Last year, an Ashburn resident suggested to our Ashburn Community Police Officer for the county to explore a bicycle helmet ordinance for children under 14 years old. Helmets have proven to prevent serious head injuries and save lives. With a sister with a head injury, Supervisor Waters was pleased to sponsor this proposal to explore how Loudoun could implement such an ordinance, which has already been adopted by many neighboring jurisdictions. Supervisor Waters has worked with HCA and the Inova Healthcare System to promote helmet usage as part of a community education campaign. HCA even created a public service announcement starring a Redskins player that is airing this summer on Comcast. Doctors, fire and rescue personnel, moms, and even some Ashburn Boy Scouts have voiced their support for the bicycle helmet ordinance and education campaign. Parks and Recreation: One of Lori's first acts as a Supervisor in 2004 was to initiate an amendment to the comprehensive plan to allow ball fields in minor flood plains. Given the premium cost of land and high demand for ball fields, Lori won Board support for amending the plan to provide opportunities for more ball fields, particularly in eastern Loudoun, while doing so in an environmentally sensitive way. Two soccer fields at Bles Park in University Center are under construction because of that rule change. While the zoning administrator ultimately enforces proffers, which are obligations negotiated during rezoning applications, Lori has also consistently followed proffer compliance and timely delivery of parks and athletic fields in the Broad Run District. By conducting site visits, publicly calling out developers failing to meet their obligations, and even reporting to staff conditions of grass, lack of grass, and presence of rocks, Lori is working to ensure that the commitments made to the public are fulfilled and that when the county accepts a park it is in high quality condition. For those developers who fail to comply with proffers on time, they face financial penalties as well as the potential for being unable to receive any additional building permits.
