"After a heated discussion about various aspects of the proposal, a split Finance, Government Services and Operations Committee voted 3-2 Wednesday morning to recommend that the full Board of Supervisors suspend work on the proposed Community Development Authority for Kincora. The CDA is being proposed
to fund the proposed minor league baseball stadium as well as the road infrastructure . . . "This vote right now is on economic development and it is on transportation," [Waters] said. "Voting to suspend work means that when we get to the rezoning application in the fall we will not be prepared to have a discussion on the fiscal impact or the
transportation that is needed in this corridor." Waters also said that the private sector would be the only way to get funding for the improvements to Gloucester Parkway and Pacific Boulevard, proffers that county staff has said keep them interested in reviewing the Kincora proposal."
